I would like to clarify what the "bundle" of 3 tiered fans are. Is this actually 9 fans? I'd like to have three fans (as pictured) on three separate shelves.
A bundle of 3 tiered grow rack fans includes 3 units of 3 fan system. So it would be 9 indivudual fans if they were broken apart.

Its 54.3 CFM per fan. So for 1 unit its actually 162.9 CFM.

will these fans resume operation after a power outage or must they be manually turned back on?
The fans will resume operation as soon as power is available. If they are plugged into a power strip or surge protector you may need to reset that if the breaker on it was tripped during the outage.

How many fans can i daisy chain together before the wire is compromised by heat from the electrical currents
8 is the maximum number that should be daisy chained together.
